Pilot Objectives
CBN Connect plans to construct a wireless
pilot project that will fit within the overall CBN Connect
framework and test certain assumptions that are key to implementation
and sustainability of the overall CBN Connect network. The
focus of the pilot is not principally on the technology;
it is on the business model and process. We seek to test
the partnering aspects of the open services business model,
demonstrate that CBN Connect can execute and use this pilot
to build momentum and to test the usefulness of wireless
as part of the network strategy, including obtaining information
on potential adoption rates for a wireless service.
The objectives
of the CBN Connect pilot network are:
- Deliver broadband services to previously
unserved areas in the Chateauguay and Burke area (specific
coverage area to be determined through this pilot design
process) of Franklin County. See maps in appendix A.
- Provide wireless broadband Internet
service through a public-private partnership and an open
access wholesale business model
- Demonstrate the usefulness and value
of broadband services to users
- Provide insight into the early adoption
rates CBN Connect is likely to experience in unserved
rural areas in the region during early deployment
- Demonstrate that the CBN Connect organization
can effectively execute its plan, and that the plan is
feasible throughout the region.
